North of North is a proposed creative economy and cultural commerce hub housed in a former industrial parking structure just north of North Avenue, adjacent to Baltimore’s Black Arts District and within proximity to the historic Pennsylvania Avenue corridor.
The project transforms an underutilized industrial asset into a high-performing cultural and economic engine—bringing together artist production, creative retail, performance, and public gathering in one integrated environment.
North of North is not simply a space—it is a strategic solution to Baltimore’s vacancy, activation, and economic development challenges, delivered through artist-led placemaking, tactical urbanism, and creative infrastructure.

THE OPPORTUNITY
Baltimore is rich in artists, designers, musicians, and culture-bearers, yet lacks a centralized, multi-disciplinary creative hub where creatives can produce work, collaborate, sell directly to the public, and engage meaningfully with community and visitors. North of North fills this gap while activating a dormant industrial structure and strengthening an emerging cultural corridor.

CREATIVE ECONOMY = MODERN ECONOMY
Creative industries are drivers of modern urban economies. Artists operate as small businesses, cultural destinations drive tourism, and creative hubs increase foot traffic and neighborhood confidence.
For every $1 invested in arts and cultural infrastructure, communities see an estimated $7 return through job creation, local spending, tourism revenue, and ancillary economic activity.

TRANSFORMING UNDERUTILIZED SPACE
North of North applies a turnkey, artist-led solution to the challenge of vacancy and underutilized space through adaptive reuse, tactical urbanism, placemaking, and creative activation. This approach delivers immediate impact while laying the groundwork for long-
term revitalization.
WHY THIS MODEL MATTERS
Cities such as Austin TX (Creative Space Initiative), Miami, Fl (Wynwood district),
Tulsa, OK (Artist Fellows), and Detroit’s, (The Russell) demonstrate that cultural
resurgence is driven by intentional investment in creative infrastructure—not by chance.
These cities activated underutilized spaces by positioning artists as producers and
entrepreneurs, integrating creative work with public life and commerce, and designing
environments that were visible, participatory, and economically productive.
Baltimore shares key characteristics with these cities at the moments of their cultural
resurgence: deep creative talent, historic corridors ready for reinvention, and a significant
inventory of underutilized space. What has been missing is centralized, purpose-built
infrastructure that connects artists directly to the public and the marketplace.
North of North applies this proven model by uniting work, play, and commerce into a
single ecosystem—supporting artists as economic drivers, inviting residents and visitors
into the creative process, and generating sustained activity through retail, programming,
and cultural tourism. This integrated approach transforms creativity from a siloed activity
into essential civic and economic infrastructure, positioning North of North as a strategic
solution for long-term urban and economic growth in Baltimore.
ARTIST RESIDENCY PROGRAM
North of North will host a rotating cohort of Artist Residents who receive free or subsidized studio space in exchange for public benefit. Artists contribute free performances, murals or public art, and artist-led workshops for youth, returning citizens, and local residents.
CREATIVE COMMERCE & TOURISM
North of North creates a direct commerce loop through studio visits, retail marketplaces, pop-ups, and Baltimore-made goods. It also establishes a new cultural tourism destination that strengthens adjacent arts corridors.
